​Roman Starovoyt was born on January 12, 1972 in Kursk in the family of an engineer at the Kursk Nuclear Power Plant, who was transferred to the Leningrad Nuclear Power Plant in 1974. In 1995, Starovoyt graduated from the Baltic State Technical University named after D. F. Ustinov, in 2008 from the North-Western Academy of Civil Service with a degree in State and Municipal Administration, in 2019 he completed training in the program for developing the personnel management reserve of the Higher School public administration (VShSU) RANEPA. From 1995 to 2005, he was engaged in private business, managing companies in the investment and construction sectors.

 

In 2005-2010 worked in the Committee on Investments and Strategic Projects of the Government of St. Petersburg, which was then headed by the future Minister of Transport Maxim Sokolov. Having become his deputy in 2007, in 2010 Roman Starovoyt followed his boss to a similar position in the Department of Industry and Infrastructure of the Government of the Russian Federation, headed at that time by Vladimir Putin. From 2012 to 2018, Starovoit served as head of the Federal Road Agency (Rosavtodor). In October 2018, he was appointed acting governor of the Kursk region, and in September 2019, he was elected its governor. On May 14, 2024, he was approved for the post of Minister of Transport of the Russian Federation.

Roman Starovoy openly stated in the media that he considers himself a member of the teams of Valentina Matvienko, Dmitry Kozak (Deputy Prime Minister in 2008-2020) and Vladimir Putin. He denies a close connection with the Rotenbergs, although Rosavtodor, led by Starovoyt, was the general customer for the construction of the Kramskoy Bridge, and Arkady Rotenberg’s company was the general contractor.
