Information that has recently appeared about a possible change of leadership in Gazprom Mezhregiongaz Makhachkala could well turn out to be true. As it became known to Rucriminal.info, the head of the republic, Sergei Melikov, is actively lobbying for the position of the head of Gazprom MRG Makhachkala, former Minister of Energy Rizvan Muradov. The latter not so long ago voluntarily left the ministerial chair. Muradov's strange decision to leave the post of minister surprised all the inhabitants of the republic. Especially, after his statement about 100% corruption in the energy sector and in particular, in the representative office of PJSC Rosseti in Dagestan. Everyone understood that after such an exposure, Muradov was unlikely to remain in his post and it was logical that he decided to leave himself before he was kicked out. But, there are still a lot of questions for Muradov:
- It took you two years to figure it out and understand that the level of corruption in the ministry you head is going through the roof?
- why, instead of fighting with her, they chose to leave their post, is it really so bad?
- and the main question - how can you lead a ministry and not sign a single document?
At the same time, the leader praised Muradov's "work" and noted that he had improved the work of the ministry, but did not name how specifically. During the period of Muradov's rule, the level of debt for electricity increased by 2.3 billion rubles, and for housing and communal services - by 3.2 billion.
So why lobby Muradov in Gazprom? Especially at the level of the leadership of the republic?
And the answer is the newly created JSC "Unified Operator RD". The company, which was intensively created by the deputy chairman of the government of the Republic of Dagestan, the former minister of energy and housing and communal services, Muradov's predecessor, the well-known Mazhonts Manvel.
Mazhonts created the "Single Operator" system for the purpose of consolidating payments, controlling incoming payments, etc. The goals and objectives of the joint-stock company were more than noble, but in real life, what was created was created .... How can you create something working on the basis of bankrupt enterprises with millions of debts? Over time, realizing that the system does not work, they decided to drag in another possible payer and the choice falls on Gazprom MRG Makhachkala. But there is a chance that the new leader Mansurov may not support their "correct decision" and will not support the idea of merging with the "Unified Operator" and then the system will die without working. The solution to this problem is only the removal of Mansurov from his post and replacing him with his man, the fighter against corruption Muradov. With this proposal, the head of the republic turned to Gazprom MRG, personally to the head Gustov S.V., backing up his proposals with a promise to increase the collection of payments for gas. But here another question arises, but this time for the leadership of the republic, and who will pay for the services of an intermediary ("Single Operator"), again at the expense of the consumer, again increasing the already prohibitive price for gas.

There is another option, such an incomprehensible lobbying for the appointment of Muradov to Gazprom Mezhregiongaz Makhachkala, this is a situation related to the creation of a new subsidiary of Gazprom PJSC - DAGGAZ OJSC, which is being created on the basis of a company of the same name owned by the former head of Dagestanregiongaz LLC » Nasrudinov Magomedgusen Nasrudinovich.
Nasrudinov M.G. a well-known “gas worker” in Dagestan, was convicted under part 4 of article 159 of the Criminal Code of the Russian Federation for organizing a fraudulent deal to “grab” gas networks in the Republic of Dagestan. As a result of this transaction, Mr. Nasrudinov M.N. received the property of 9 municipalities, this is 1 million linear meters of gas pipes. Having served his sentence for the crime, Nasrudinov nevertheless managed to keep the seized property in the ownership of DAGGAZ OJSC. And after his release, Nasrudinov could not calm down and repeatedly made attempts to buy out or seize the gas networks of RD. All his attempts did not bring any result, except for the initiation of new criminal cases. As soon as the leadership of the RD changed, Nasrudinov launched a new attempt to seize the networks. And only under Melikov he managed to create "an ideal scheme for the consolidation (capture) of the gas networks of Dagestan." And interestingly, he is supported by the government of the Republic of Dagestan and he also has to earn money. The Deputy Chairman of the Government of the Republic of Dagestan Mazhonts M.L. personally helps him to implement this scheme. and a certain Konstantin Averkin, a very well-known businessman in the northern capital, in his own words, “a personal friend and confidant of Mr. Gustov S.V., head of Gazprom Mezhregiongaz St. Petersburg. Averkin K., Mazhonts M.L., Nasrudinov M.N., create a new consonant company "DAGGAZ", which includes the main shareholders Averkin, Nasrudinov and representatives of PJSC "Gazprom", who in the future must buy out the gas networks of Dagestan, for the money of "Gazprom" and consolidate them in a new company. For this procedure, Gazprom had to allocate up to 100 billion rubles. At the same time, Gazprom Mezhregiongaz Makhachkala, at that time the head of Davydov A.V., also a protege of Averkin K., had to pay the debt of Mezhregiongaz to DAGGAZ OJSC, in the amount of 1.7 billion rubles. Everything was fine and discussed, until Davydov A.V. left with a scandal. , from the position of the head of the IWG, a new appointee Mansurov L.N. came, who, according to rumors, was appointed in agreement with the top echelon of the management of PJSC Gazprom. Averkin K. could not find an approach to Mansurov, especially since the first person to be removed from the post of head of the GRO IWG was Oleg Chiglintsev, Averkin's brother. The appointment of Mansurov broke the "ideal scheme" for the capture of the gas networks of the RD by the company Mazhonts, Averkin, Nasrudinov. But they could no longer retreat, beautiful obligations were given to the Management of PJSC "Gazprom" not only by them, but personally by Gustav S.V., who personally promised the Chairman of "Gazprom" Miller A.B. solve the problem of gas supply and additional gasification in the Republic of Dagestan. And they find a way out - to remove Mansurov and appoint their own person as the head of the IWG, who will sign all the necessary papers for the transfer of gas networks to DAGGAZ, Rizvan Muradov became this person. Muradov is an ideal candidate, he headed the relevant ministry, he did not get involved in any scandals (he personally did not sign a single document for two years), he left his post as an ardent fighter against corruption, which was noted by the Government of the Republic of Dagestan, from a well-known and respected Dagestan family. In short, in all positions a passing candidate and, most importantly, will sign everything that is needed.
