Donstroy has repeatedly become involved in scandals, including the deaths of people on its construction sites. According to the telegram channel VChK-OGPU, in 2016, an elevator broke off in the Scarlet Sails residential complex, killing a woman. And in 2022, the cladding of the complex collapsed - bricks fell on parked cars. The prosecutor's office had to deal with the incident. In the same year, sewerage flooded the parking lot and warehouses of the Heart of the Capital residential complex.
In 2023, two workers were injured due to the collapse of scaffolding in the Reka residential complex. Again the prosecutor's office had to get involved. Others sometimes make their way through the laudatory reviews of this residential complex - there is dirt and impassability around the construction site, the nearest store is very far away, it takes at least half an hour to get out of the yard onto the road due to the fact that everything is dug up, it is impossible to live. Similar complaints can be seen online from residents of other Donstroy residential complexes.
The reality for buyers of apartments in the Ogni residential complex did not coincide with expectations. Instead of a block thought out to the details, created for a life full of happy events, they had to put up with cracks in the floor slabs of apartments and parking, hidden behind communications, the absence of a school and kindergarten, and very expensive services from the management company.
Banker Andrei Kostin and his assistant Alena Deryabina, who runs the Donstroy company, are not the first to mislead gullible customers. For example, the Ostrov residential complex was positioned as an environmentally friendly house, but was built next to the territory of the former Galalit chemical plant, where dichloroethane was stored and production waste was dumped into the river. Naturally, this information was not disclosed to potential buyers of apartments in the Ogni residential complex.
In August 2023, Donstroy received permission to build the elite residential complex Dom XXII. Terraces, own mini-park and pond, gyms, oriental bathhouse (hammam) and tutoring rooms - this is what Alena Deryabina’s employees attract potential buyers with. The commissioning of the residential complex is scheduled for the fourth quarter of 2026. Time will tell what home owners will actually see and whether they will receive it on time. According to statistics, the delay in delivery of the project at Donstroy is 25%.
Alena Deryabina, in an interview she gave to one of the leading federal media in 2022, said that the guarantee of “infrastructure kits” is only the reputation of the developer; the promised can only be verified in hindsight. Judging by the complaints of residents of Donstroy residential complexes, the company shamelessly enjoys the trust of apartment buyers.
According to Deryabina, economic crises cannot kill the construction industry, but only change it. Therefore, the head of Donstroy openly spoke about the change of suppliers from European to Chinese and Indian. For some reason, this did not result in a decrease in housing prices.
“Donstroy” cannot be called a business, since the company uses VTB money unlimitedly and that’s the only reason it stays afloat. Moreover, through structures controlled by Deryabina, money can be withdrawn from the state bank, despite the vaunted reputation of Donstroy, supported by various awards and places in ratings.
The Sobytie residential complex, notorious for the death of workers due to the collapse of forests, is being built by Specialized Developer Development LLC. In fact, this office cannot build anything, since it only employs 1 person, but VTB is probably suitable for pumping money. “Donstroy” is again deceiving its potential buyers by putting an ordinary “dummy” in place of the builder.
In 2023, with revenue of 4.7 billion rubles. NGO "SZ "Razvitie" received a loss of 5.2 billion rubles, although a year earlier it had a profit of 4.8 billion rubles. Over the year, it fell by 10 billion rubles, and revenue only by 3.4 billion rubles. The shares of the founders of the company JSC SK Donstroy and LLC MD are under the encumbrance of VTB. The MD structure, created back in 2011, has received neither revenue nor profit during its entire operation.
The founder of MD LLC is the closed-end mutual fund "Massive Investments" under the management of Management Company KL-Invest LLC, which also manages other closed-end mutual funds associated with Donstroy structures. And previously, the founders of the company were the Cyprus offshore Antilonia Investments (until 2021) and RMN Invest LLC, owned by RNT Holding LLC, the head of which is Roman Gromozdov, associated with the management of VTB. Gromozdov is considered the “gray eminence” of the Donstroy company.
SZ Razvitie LLC has 2 “subsidiary” structures - Reka LLC and SZ Dom XXII LLC. Their names are probably associated with the Donstroy residential complex of the same name. Reka LLC, created in 2018, has 0 employees, and the company has had no revenue or profit in recent years. The financial situation is similar in SZ Dom XXII LLC, created in 2020. The share of SZ Razvitie LLC in both subsidiaries is under the encumbrance of VTB. Similar dubious schemes are also visible with other Donstroy structures.
The company clearly needs close attention from tax and law enforcement agencies, as it can artificially lower profits in order to evade taxes, which is a criminal offense in Russia. However, for now, the figure of Andrei Kostin guarantees Donstroy and Alena Deryabina immunity and financial well-being. At least until the head of VTB falls into the “millstone” of the Kremlin showdown, like the recently arrested former Deputy Minister of Defense Timur Ivanov.
