The Lipetsk governor has become involved in local business. Until recently, Igor Artamonov complained to journalists about his son, who did not follow in his footsteps. But the apple did not roll away from the apple tree. As Rucriminal.info found out, Anton Igorevich Artamonov almost immediately after his father’s appointment to the Lipetsk region registered in the region as an individual entrepreneur. He is engaged in agriculture. Together with his partners, despite a terrible shortage of land, he managed to take over tens of hectares in the floodplain of the Voronezh River, where he grows raspberries. At the same time, he manages to conduct business in other companies. He left his mark on companies in Tyumen, Stavropol, and Nizhny Novgorod. These companies are connected through leasing schemes to a medical center owned in Moscow by the wife of the Lipetsk governor, Natalya. And things are going so well that in April 2022, Anton Igorevich Artamonov became a neighbor of General Surovikin in the prestigious Sirius cottage community in Sochi. The house on the first line by the sea is valued at half a billion rubles.
Meanwhile, Artamonov Sr. shows a personal interest in the development of the construction industry and the tourism potential of the region.
Finds an original understanding with developers. Not long ago, the DSK company commissioned the Capital residential complex. Club-type house, the very center of Lipetsk. Near the Upper and Lower Parks of Lipetsk. The regional government is a 5 minute walk away. Igor Georgievich looked here. And he made the owners of DSK happy - he liked the two apartments. Some finishing elements made the governor, who follows fashion trends, nervous. The developer, wanting to please the anxious client, redid everything. After this, the apartments were presented to the nominal owners. And the owner of DSK Alexander Lavrentyev received the green light for his projects.
Does not forget Artamonov and other developers. On September 18, the tenant of the pond in the forest was determined at the auction. It is part of a cascade of lakes. In Lipetsk they are called Silicate. 3.4 hectares of the former sand quarry have been filled with water from springs and the Voronezh River for half a century. We leased this lake for 25 years for 2,720 rubles and 8 kopecks. The channels connecting the lake with neighboring reservoirs will be covered with a net underwater. Trout and other valuable fish species will be bred here. The idea was proposed by the governor himself. It should be noted that the lakes are located within Lipetsk. 15 minutes drive to the center. The forest around the lake is owned by the forestry department of the Lipetsk region. Large-scale construction began on the shore of the rented reservoir back in the summer. The base of the Society of Hunters and Fishermen of the Lipetsk Region used to be here. But in 2023, the public organization said goodbye to this property. Now cottages are being built here and the shore is being improved. City officials laid asphalt on the road to the lake this year.
Igor Chuikov became the nominal tenant of the reservoir. His companions attract attention. One of the co-owners of RybpromLipetsk LLC is David Grigoryan. In the 90s, he earned his initial capital through his friendship with the Lipetsk Bratva gang. The group kept the city of half a million in fear. But it collapsed due to internal strife and under the blows of the Organized Crime Control Department and the FSB.
Another founder of RybpromLipetsk is Alexander Grigoriev, the son and heir of construction magnate Viktor Grigoriev. Alexander Viktorovich owns 10 companies that use the SU-11 brand in their names. One of them, LLC SU-11 "Lipetskstroy-M", manages the main hotel in Lipetsk - "Mercury". Another company of Grigoriev has been trying for two years to build a residential complex in the very center of the city - on the border of Bykhanov Garden Park and Evdokievsky Cemetery. Residents of neighboring houses and local historians are against it. They are supported by the parliamentary opposition. All this time the regional government is trying to pretend that it has nothing to do with it.
Another partner of Chuikov, Grigoryan and Grigoriev in RybpromLipetsk is a certain Larisa Polyakova. This lady is unknown in business circles. But she was listed as a co-founder of TD-Lipetsk LLC. The company was liquidated in 2014. Its co-owner and director was Alexey Guskov. He is famous for the construction of a basketball center in Bykhanov Garden. The owner of the fashionable Sole restaurant, opposite the regional government.
The governor sometimes likes to sit here. Alexey Guskov is so close to Igor Artamonov that for the sake of his idea, the authorities were ready to cut down 45 of the 90 hectares of the Lower Park. With scandals, the regional government even adopted a new General Plan for Lipetsk with a half-sized recreational zone. But excessive public attention to Guskov’s project has so far slowed down the businessman’s activity. Instead of a fitness center with a swimming pool, he moved on to other facilities. Not long ago, the intelligence services became interested in Alexei Guskov. As a result of his fraud with VAT, the state lost 600 million rubles. But Igor Artamonov resolved the issue with the head of the Federal Tax Service for the Lipetsk Region, Valery Kotlyarov. He lives in a luxurious apartment provided by the regional government. After negotiations, Guskov returned about 150 million rubles to the budget lei and the claims against him were temporarily forgotten. Obligations appeared to the Lipetsk governor.
So, the lake was not rented for pennies by Chuikov. His company has only one employee and a funny turnover. In fact, the lake was rented for pennies by Guskov and his partners - Grigoryan and Grigoriev. Now Guskov’s company is building an elite complex on the shore. Hotel service and haute cuisine for the governor's guests will be provided by the company of companions. The mystery that surrounds the story of cheap lake rentals, partners and secret construction makes us wary. Will the gated community become another business asset of the Lipetsk governor?
He loves trout fishing and rich feasts so much that he gives out positions in gratitude for a good vacation. Recently, 28-year-old Vladimir Serikov became the chairman of the Lipetsk Regional Council of Deputies on the initiative of Igor Artamonov. His grandfather, deputy Vladimir Archipenko, owns a plant that carries out defense orders. He also owns a recreation center not far from Yelets and the M-4 highway. The governor is drawn to Moscow. Every week he rushes there. He rests along the way right here, on a tributary of Bystraya Sosna. He immediately entertains the capital's guests. The Archipenko estate is famous for its creeks with river trout.
