The editorial board of the VChK-OGPU telegram channel continued to acquaint readers with the activities of the "star fixer" Yaroslav Bogdanov and his high-ranking partners in uniform. As it became known from the investigation materials, the tentacles of this octopus reach far beyond the head of the 2nd Service of the Internal Security Directorate of the FSB Albert Stepygin and his friends. No less strong connections were found between Bogdanov and one of the high-ranking employees of the 5th Service of the FSB of the Russian Federation, Colonel Igor Leonidovich Petukhov, who is his equal partner and through whom Bogdanov "solved" all sorts of problems on initiating fictitious criminal cases to force businessmen and entrepreneurs to transfer funds for their termination. And for this purpose Bogdanov built a whole system of relationships with employees of the Main Directorate for Economic Security and Combating Corruption of the Russian Federation, under the supervision of subordinate departments of the head of the "F" Directorate of the Main Directorate for Economic Security and Combating Corruption, Alexander Ivanov, among whom were Alexey Smirnov and other interesting employees in the fight against corruption, who actually managed and consulted, helping Bogdanov quickly and effectively form "evidence" and "testimony" against his victims, a group of former employees of law enforcement agencies (the Ministry of Internal Affairs, the Federal Security Service for Moscow and the Moscow Region, the Investigative Committee of the Russian Federation), dismissed for various discrediting reasons and eventually becoming employees of the Bogdanov Fund for the Protection of Investor Rights, specializing in international fraud. Bogdanov did not ignore the forceful method of influencing businessmen, which was familiar to him from his past life, for which he used the connections of his partner and friend Albert Stepygin, Ibragim Bekov, a man with extensive connections in the criminal environment. According to our sources familiar with the investigation materials, even seasoned operatives who have seen a lot in their long careers have never seen such a scale of involvement of law enforcement agencies in criminal and corrupt activities. Bogdanov created not just an organized crime group of famous names and a trail of disgusting stories and human tragedies, but an entire octopus that has literally penetrated with its tentacles almost everywhere.

The channel's editorial staff will closely monitor the development of this high-profile case and introduce its readers to the progress of the investigation and introduce new faces that are part of this octopus.

 

A source for Rucriminal.info said that Petukhov also played an active role in the fate of lawyer Eduard Budantsev, another fixer for the FSB and Bogdanov's partner.

 

Immediately after the massacre on Rochdelskaya, security forces detained lawyer Eduard Budantsev. He was the only one of the participants in the criminal showdown who had a combat weapon, killed two people and wounded several. All this happened in the courtyard of the Elements restaurant. FSB officer Petukhov quickly arrived there, showed his ID and said that Budantsev was his agent and he was taking him away. The police did not hand over the detainee, but escorted Petukhov and Budantsev to the station. A cavalcade of cars of the FSB of Russia's internal security officers drove up there to clarify the circumstances of the incident. Later, at the trial, Budantsev's former bodyguard Petr Cherchintsev said that Petukhov closely communicated with his boss and they had joint affairs. The documents about how Budantsev was brazenly "covered up" for these murders were published by the VChK-OGPU the other day.

 

The VChK-OGPU and Rucriminal.info have two resolutions at their disposal. The first one was about bringing in as an accused, and the second one was about terminating the criminal prosecution, issued at different times against the lawyer-fixer Budantsev, close to the FSB. The resolution on bringing in as an accused was issued in 2016 and signed by the head of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the city of Moscow, Major General of Justice A.A. Drymanov (currently serving a sentence on charges of allegedly accepting a bribe). The resolution on terminating the criminal prosecution of Budantsev and other persons was signed by the senior investigator for especially important cases under the Chairman of the Investigative Committee of the Russian Federation, Major General of Justice Krivorotov K.E. in 2018.

When studying these resolutions, it becomes clear that the circumstances that were established by General Alexander Drymanov are fundamentally different from the conclusions of General Krivorotov. General Drymanov, during the investigation, established the following, that "... Thus, Budantsev E.V. and an unidentified person by the investigation on 14.12.2015, in the period from 21:45 to 22:06, while in a public place - on the outdoor veranda of the Elements restaurant (Elements), located at the address: Moscow, Rochdelskaya St., 15, building 1, during a conflict that occurred with Kitaev A.A., Domaskin F.N. and Berezenyy G.V., who were in the same place, guided by a sudden personal hostility towards the latter, entered into a criminal conspiracy aimed at intentionally and jointly causing the death of the victims. During the specified period of time, Budantsev E.V. and an unidentified person by the investigation developed a joint plan to commit a of stupidity and distributed criminal roles among themselves. Thus, according to the agreement reached between the accomplices...”

That is, in simple terms, Budantsev and unidentified persons committed a group murder and a number of other criminal offenses.

The editors agree with the conclusions of General Drymanov, they are not subject to doubt and are fully consistent with the materials of the criminal cases.

 

From the resolution on the termination of the criminal prosecution of Budantsev, signed by investigator Krivorot, it becomes clear how and in what chronological order the significant procedural decisions were made and which officials were behind these decisions. The editorial experts carefully studied this resolution and compared it with the materials of the criminal cases and evidence. Previously, the editors have repeatedly published witness testimony, audio and video recordings from the scene, and expert opinions. The conclusion of the editorial experts is unambiguous, the information presented in the resolution of investigator Krivorot does not correspond to reality, is false and does not agree with the objective evidence in criminal cases.

 

We will give several examples of obvious inconsistencies. The facts presented in the resolution are refuted by the video recording, audio recording, details of telephone conversations, expert opinions, as well as witness testimony.

 

From the resolution of investigator Krivorot, "... The investigation established that on 14.12.2015, Budantsev E.V., who is a lawyer of the bar association "Dictatorship of Law" of the Bar Association of the Moscow Region, together with Cherchintsev P.V., and Kostrichenko V.V. in the evening, at the invitation of Kim. Arrived at the Elements restaurant to settle financial claims received by the latter from Misikova F.T. At the same time, Kostrichenko V.V. and Cherchintsev P.V. were armed with limited-damage firearms, and Budantsev E.V. with a short-barreled rifled award firearm, a Beretta 92 pistol"

 

These statements by the investigator were refuted during the trial:

 

- Budantsev arrived at the restaurant not at Kim's invitation, but on behalf of the Kazakh oligarch Kenges Rakishev. It has been documented that Budantsev and Kim met at the Elements restaurant on 14.12.2015, and did not know each other before the events. In conversations, Budantsev and the company are called "Fighters from the Chief." (confirmed by an audio recording, details, and witness testimony)

 

- Budantsev arrived not to settle financial disagreements, but as force support, on behalf of the Kazakh oligarch Kenges Rakishev. (confirmed by audio recording, details and witness testimony) It follows from the case materials that Budantsev did not take part in the negotiations, and did not represent anyone as a lawyer, including Kim Zh. Kim perceived Budantsev as a police officer.

From the investigator's resolution "... While attempting to resolve a financial dispute between Kostrichenko V.V., Cherchintsev P.V. and Budantsev E.V. on one side, Kitaev A.A. and Romanov E.A. on the other side, a conflict arose, during which Romanov E.A. suggested sorting things out on the street. After that, the parties to the conflict continued sorting things out on the veranda of the restaurant, where Kitaev A.A. began to demonstrate his weapon to Budantsev E.V. and other people who arrived with him. In response to these actions, Budantsev E.V. also demonstrated the pistol he had with him to his opponents." - The conflict between those present did not begin because of the resolution of a financial dispute, but on the basis of suddenly arising personal hostility related to the attempt by Budantsev and Kostrichenko to rudely enter the VIP room, without explaining to those present, including the security guards, the motives for their behavior and without introducing themselves. Kim was in the VIP room and was silent, thinking that Budantsev was a police officer.

- During the trial, it was established that it was Budantsev and Kostrichenko who suggested going outside to continue sorting out the relationship.

- The video recording shows that the private security company employee Kitaev did not show the weapon to those present, but only kept his hand on the holster (not prohibited by current weapons legislation).

 

- The video recording shows that Budantsev did not participate in the conversations on the veranda, he stood to the side, and at some point, without any reason, he pulled a pistol out of his holster and pointed the weapon at those around him, thereby creating a real threat to the people on the veranda. (such behavior is directly prohibited by weapons legislation)

From the investigator's resolution "...... After Budantsev E.V. demonstrated the weapon, on the command of Kochuykov A.N., Sinitsym A.V., Domaskin F.N., Kitaev A.A. and Gonovichev S.D. beat Budantsev E.V., causing the latter moderate bodily harm....." - As established by the judicial investigation, Kochuykov A.N. did not give any commands to the security guards, the guards acted independently on the basis of instructions, after an obvious threat from Budantsev, who took out a pistol and declared "I will shoot everyone!"

From the investigator's resolution I ".....In response to the actions of the attackers, Kostrichenko V.V. used a traumatic weapon against Kitaev A.A., as a result of which the people who were beating Budantsev E.V. stopped beating him and ran away, and Kitaev A.A. began firing shots from a traumatic pistol he had with him in the direction of Kostrichenko V.V. and Budantsev E.V. from a distance of more than five meters. At this time, having freed himself from the grip of Sinitsyn A.V., Budantsev E.V. directed Domaskin F.N., Berezina G.V. and Savichev S.D. towards Kitaev A.A. and, having reduced the distance with them, fired at them at least 7 shots from his Beret 92 pistol.

 

As a result of the shots fired, Budantsev E.V. inflicted a gunshot wound on Kitaev A.A. and Domaskin F.N., and Berezina G.V. gunshot wound causing serious bodily harm.

The above is fully confirmed by the evidence collected in the case.

-In the chronology of the incident, investigator Krivorot, apparently intentionally did not indicate that the first shots were fired by Budantsev E.V. at his friend Malakaev. The reason is careless or criminal handling of weapons. (Budantsev carries a pistol with the safety catch already removed and a cartridge loaded into the barrel, which is also prohibited by the law on weapons)

-After Budantsev's shots, Kostrichenko used the next weapon, while the video shows that Kostrichenko shoots at Kochuykov's back and at the guards lying on the floor. Kitaev used a traumatic pistol only after shots were fired at him by Kostrichenko and Budantsev.

-Investigator Krivorot, did not indicate in the ruling that the driver Domaskin was killed at the moment when he was dragging the wounded Kitaev away and did not pose any threat to Budantsev. Gonovichev, Berezina, Romanov received gunshot wounds and serious bodily harm, when they did not pose any threat to Budantsev.

Investigator Krivorot did not evaluate the frankly false and inconsistent testimony of Budantsev, which formed the basis for the sentence of the illegally convicted police officers Romashkin, Shakirov, Zinatulin.

The information presented in the decision of investigator Krivorot is completely refuted, calling into question his competence and suggesting his personal criminal interest in concealing objective facts.

Was it possible for investigator Krivorot to issue a knowingly illegal decision without the support of the employees of the Prosecutor General's Office? No! According to our source in the Prosecutor General's Office of the Russian Federation, Budantsev and Kazakh oligarch Kenes Rakishev's evasion of criminal liability through the prosecutor's office, with the support of FSB officers, was ensured by the team of former Prosecutor General of the Russian Federation Chaika and was personally supervised by Deputy Prosecutor General of Russia Viktor Grin.

Grin also actively participated in the fabrication of criminal prosecution of the Investigative Committee of the Russian Federation officers. It was Grin who, having violated procedural jurisdiction, transferred the criminal case against Maksimenko, Drymanov, Kramarenko to the Investigative Department of the FSB of the Russian Federation, controlled by Budantsev's patrons, regarding an alleged bribe from the people of the thief "Shakro Molodoy".

 

The editorial sources have no doubt that the criminal case against Budantsev will be reopened as soon as his patron from the Central FSB is removed from office, and the officials who ensured Budantsev's evasion of criminal liability will be punished as they deserve.

 

We hope that our journalistic investigation will interest the Prosecutor General of Russia Igor Krasnov and the decision to terminate the criminal prosecution against Budantsev E.V. will be cancelled as illegal, and the criminal case on the murders will be objectively investigated and sent to court.
