On the initiative of Kuznetsov, Centers for assistance in registering traffic accidents of the Regional Public Organization for Assistance in the Prevention of Road Accidents "Road Safety Union" of the Moscow Region began to operate in the Moscow Region. The pretext, of course, was stated to be good: helping people with registration of an accident, relieving the load from the traffic police departments.

The first Help Center was opened in Krasnogorsk, where the NGO "SBDD" was registered. Recall that earlier Kuznetsov served as head of the traffic police department of the Internal Affairs Directorate for the Krasnogorsk region. Kuznetsov's henchman, Head of the Traffic Police Department of the Ministry of Internal Affairs of Russia for the city district of Krasnogorsk, Alexander Melnikov, actively assisted in the creation of a profitable Organization and the selection of premises for its location. The Telegram channel of the Cheka-OGPU wrote about how Melnikov, in the presence of a notary, returned to one of the merchants of the Krasnogorsk region the monetary reward transferred to Kuznetsov for coordinating the technical specifications of the project documentation for the exit from the highway. Useless office. The traffic police arrived and drew up a scheme and sent it to this office to file an accident. A very impolite traffic policeman took an explanation and sent it to the traffic police for a definition a few days later. Common sense does not allow me to understand WHY you created this extra stupid link ???
In fact, employees of the Centers do not go to the scene of an accident. Citizens come to the Center themselves, where an accident is registered by a traffic police officer sitting on one square meter. All statistics indicating that the Centers process about 80 percent of accidents with material damage are fake. With the same success, a traffic police officer could draw up an accident in the traffic police, without additional premises and government expenses.
So why did they really create Help Centers? To provide paid services of a legal nature, or rather to resolve issues. For a fee, you can influence the decision on an accident, quickly pick up a car from a paid parking lot, “talk” with traffic police officers, etc. Currently, there are 14 Centers for Assistance in Registration of Road Traffic Accidents of the Regional Public Organization "SBDD" in the Moscow Region.
In addition, the employees of the NGO "SBDD" participate in taking exams for knowledge of traffic rules, which contradicts the current regulations, including the protection of personal data, but is an additional source of income.
It is obvious to everyone that the majority of near-state commercial organizations are created for the purpose of illegal enrichment of a certain category of officials. Around the traffic police, these organizations breed everywhere and constantly. In this connection, the activities of the traffic police require special attention from the anti-corruption regulatory authorities. Maybe it's time to take a closer look not only at official certificates of income, expenses and property obligations, but also at the real expenses of managers and their families.
