"VChK-OGPU" and Rucriminal.info sum up the results of the past 2022 and continue to acquaint their readers with the moral and psychological climate, "corruption" facts in the Ministry of Internal Affairs in the Republic of Ingushetia, led by General Korobkin Mikhail Vladimirovich. Recently, the department headed by him has taken pride of place in the top five most corrupt territorial divisions of the Ministry of Internal Affairs of Russia after the Central Internal Affairs Directorate for the Rostov Region.

But it wasn't always like that. For example, under General Trofimov A.E. The Ministry of Internal Affairs of Ingushetia thundered throughout the country as the most combat-ready unit, when the employees of the unit of the Ministry of Internal Affairs entrusted to Trofimov waged a relentless struggle against members of the underground gangs. Under General Kava D.B. also became famous for the fact that the employees of the Ingush Ministry of Internal Affairs did not allow bloodshed at the “protest actions”, which cost the “peacemaker” Kava D.B., the ministerial chair.

Well, under Korobkin M.V. The Ministry of Internal Affairs for the Republic of Ingushetia became famous throughout the country for corruption scandals, in which both the head of the Ministry of Internal Affairs, M.V. Korobkin, and persons close to him were replaced.

Let us give only some facts of Korobkin's rule. This is illegal poaching by Minister Korobkin in the protected area of the Dzheirakhsky district. These are the "cop wars" within the department itself, which Korobkin unleashed, according to the principle of "divide and rule." Drunken brawls from among seconded employees, as well as fights at stationary posts with the participation of Korobkin himself. I especially remember the fabrication of criminal cases against those who are objectionable, for example, as with the former deputy head of the UEBiPK of the republican Ministry of Internal Affairs Ovsyannikov

But the most important thing is the scandalous appointments and dismissals of General Korobkin.

From the source of the Cheka-OGPU and Rucriminal.info, it became known that in mid-December of this year, General Korobkin, under pressure from irrefutable evidence, facts of taking bribes on an especially large scale, abuse of office, a series of scandals, fired someone especially close to him, unsinkable and scandalously the well-known head of the URLS of the Ministry of Internal Affairs for the Republic of Ingushetia, and recently the acting deputy minister, colonel of the internal service Gudkov Vyacheslav Genadievich. The same “500th”, which occupied a special place in the corrupt hierarchy of Korobkin and the internal politics of the department, which we wrote about earlier in our publications.

The news about Gudkov's dismissal became a real “holiday of the soul” for the employees of the Ministry of Internal Affairs, there are many myths and legends within the walls of the Ministry of Internal Affairs about the reasons for the dismissal of such a very odious figure from the inner circle of General Korobkin, but the following is known for certain.

After the appointment of Lieutenant General of Police Kubyshko to the new position of Deputy Minister of the Ministry of Internal Affairs of Russia and the initiation by the latter of a similar position in the subjects, they began to form a federal personnel reserve for the appointment of deputy heads of territorial divisions of the Ministry of Internal Affairs of Russia to these positions.

Gudkov Vyacheslav Genadievich (former) head of the URLS of the Ministry of Internal Affairs for Republic of Ingushetia

For loyalty, General Korobkin promised Gudkov this position and actively began to lobby and push his favorite to his deputies, repeatedly sending documents to the "500th" in Moscow for approval for the position of Deputy Minister of Internal Affairs for the Republic of Ingushetia. Probably out of stupidity, or perhaps not, believing in his own strength and capabilities, Korobkin, by hook or by crook, quarreled with the personnel officers of the head office of the North Caucasus Federal District and the Ministry of Internal Affairs of Russia, began to drag Gudkov to the post, ignoring the fact that the DGSK of the Ministry of Internal Affairs of Russia was inundated with complaints and statements in in relation to the head of the URLS of the Ministry of Internal Affairs for the Republic of Ingushetia, Colonel of the Internal Service Gudkov Vyacheslav Gennadievich.

In turn, taking advantage of the case of permissiveness, without 5 minutes the new deputy for personnel V.G. decide everything." And Gudkov began with the fact that, with the tacit consent of General Korobkin, and possibly on his instructions, he issued an internal order depriving the right to sign for employment and employment with the heads of territorial divisions. At the general meeting, the minister explained this to the audience by saying that he was personally going to control the admission of applicants for the service, since he had received information that the territories were artificially slowing down the recruitment of candidates, which created a large vacancy in the department.

Thus, the “500th” closed all cash flows on itself, taking away the right to sign, from which the heads of territorial subdivisions were fed. divisions.

According to the source of Rucriminal.info, for the first time it was not possible to push Gudkov to the position, since the “500th” did not pass a psycho-physiological study (PFI) or, in the common people, called a “polygraph”.

Once again, when the documents were sent for approval, the revealing publications of the Cheka-OGPU immediately surfaced, in connection with which the GKRU (Main Control and Auditing Directorate), together with the Main Directorate of Control and Audit of the Ministry of Internal Affairs of Russia, initiated an internal audit against Gudkov.

An important role during the internal audit was played by the same ill-fated certificate of the chief of staff of the Ministry of Internal Affairs for the Republic of Ingushetia about the activities of the leadership of the URLS, and in particular Gudkov V.G., “hidden until better times.”

The audit carried out found that under the chairmanship of Gudkov V.G. Certifications of personnel were carried out with gross violations, many were illegally dismissed, and also demoted. It was also established that Gudkov repeatedly illegally rewarded himself by entering his data into the orders on the personnel of the encouraged persons of the Ministry of Internal Affairs (which he himself issued), while other employees illegally deprived of bonuses for far-fetched reasons.

Almost all dismissed employees were reinstated by courts of various instances, the courts ordered the Ministry of Internal Affairs for the Republic of Ingushetia to pay huge sums to employees for forced absenteeism, as well as for the services of lawyers.

Let's go back a little, because the attestation commission, like many heads of the department, included the notorious head of the legal department of the Ministry of Internal Affairs for the Republic of Ingushetia, Chestneyshiy Evgeny Anatolyevich, who has been under “special control” for a year, as the head of the legal department, who lost the largest number of claims to the plaintiffs .

With the connivance, and sometimes direct participation of the latter, in 2022, the Ministry of Internal Affairs for the Republic of Ingushetia lost about 95% of cases in courts of various instances, the “damage” amounted to more than 35 million rubles.

"Two from the casket"

As a result of the inspection of official activities carried out by the commander-in-chief, the "500th" was obliged to return illegally received bonuses in the amount of more than 150 thousand rubles. Moreover, the audit revealed a number of significant violations in the activities of the URLS of the Ministry of Internal Affairs under the leadership of Gudkov V.G. when hiring and dismissing employees, for the loss of "personal files", as a result of which, at the suggestion of Moscow, the "500th" was removed from his position and subsequently dismissed from the internal affairs bodies.

Currently, the Investigative Committee of the Investigative Committee of the Russian Federation for the Republic of Ingushetia is conducting an audit on a number of allegations of violations of the labor rights of employees of the department by V.G. Gudkov, and the courts of various instances are inundated with complaints and statements of claim against V.G. Gudkov. on the excess and abuse of the latter's official powers.

To say that General Korobkin did not know about the lawlessness committed by Gudkov in the department is to say nothing (there is an audio and video recording of Korobkin's relevant instructions addressed to Gudkov). Korobkin knew everything perfectly, moreover, the "500th" carried out exclusively only the instructions of the "owner", which sometimes went against the law.

So, it became known that on the eve of his dismissal, employees of the Russian Federal Security Service for the Republic of Ingushetia began to show interest in Gudkov's activities. So, before leaving on vacation in the office and at the place of residence of the “500th”, the security officers conducted a “search” and came across a couple of interesting things. Firstly, Gudkov, in violation of all the rules and regulations of the regime of secrecy and secret office work, installed (HD-camera) in a secure room with open access to the Internet and with a data storage memory of about 30 days.

However, the Chekists were interested in something completely different. Gudkov in his office equipped a kind of "wiretapping" for "recording conversations" with persons "bringing gifts." Most likely, it is also possible for the purpose of guaranteeing personal safety, and possibly also for the purpose of collecting compromising evidence and its subsequent use if the client turns out to be one of the "talkative".

Now, in addition to Gudkov, the office may have questions to a number of heads of the department, including those responsible for the secrecy regime: the head of the ODIR of the Ministry of Internal Affairs Magdeev, the head of the Legal Department of the Ministry of Internal Affairs Honest, who pushed Gudkov’s orders and orders through the legal department, and to the main executor of Gudkov’s instructions, Deputy Gudkov Igonin Evgeny, and possibly to Korobkin himself.

Well, that's a completely different story...

Chestneishy E.A. Head of the Legal Department of the Ministry of Internal Affairs in the Republic of Ingushetia

Igonin E.E. Deputy Head of the URLS of the Ministry of Internal Affairs in the Republic of Ingushetia

In conclusion, in this situation, General Korobkin was not helped by contacts with the deputy head of the “M” department of the regional FSB, Bachiev Eldar, to get rid of his ward Gudkov.
